The Resource Foundation was established in 1987 by individuals from both developed and developing nations who were united in the beliefs that 1) local responses to need situations are more efficient and effective than expatriate ones, 2) the empowerment of private development organizations (PDOs) accelerates the development process, and 3) knowledgeable funders of socio-economic initiatives seek to partner with effective PDOs and support their programs. Currently, The Resource Foundation works with 40 member PDOs in 16 countries throughout Latin America: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Peru, Uruguay and Venezuela. The Resource Foundation supports an additional 73 nonprofit groups identified by donors, increasing outreach to 19 countries.

The Resource Foundation's motto is "Give a hand up, not a hand-out." Thanks to its donors' support, The Resource Foundation provides funding and technical assistance for development projects. Its member PDOs organize the project in close collaboration with community groups and raise additional funds to finance the project. And the community's families assist in program implementation.

Since the program participants put in "sweat equity" - they build their own houses from pre-fab materials, they pay back their microenterprise loans with interest, they must offer at least nominal payments for their health care, they help plant trees to reforest land and dig ditches for their village's potable water system - they participate fully in creating a brighter future for their families.
